How do I book an electrician through Roger?

Describe what is happening in plain language — an outlet that stopped working, a breaker that won't stay on. Roger books one vetted, licensed local electrician and confirms the appointment, so you know which company is coming before they arrive.

Does Roger charge homeowners anything?

No. Roger is free for homeowners. The electrician charges for the work and Roger does not add a markup on top of their price.

There is a burning smell or a warm outlet. Can it wait?

No. A burning smell, scorch marks, or an outlet or switch plate that is warm to the touch is a fire risk, not a maintenance item. Cut power to that circuit at the breaker, stop using it, and get an electrician out. If you see smoke or sparks, leave and call 911.

Is anything here safe to check myself?

Two things, and only two. Look at whether the breaker for that circuit has tripped, and press the reset button on any GFCI outlet in the area — bathrooms, kitchens, garages and exteriors are often chained to one GFCI, so a dead outlet in the garage can be a tripped GFCI in the bathroom. Anything behind a cover plate or inside the panel is licensed-pro work.

A breaker keeps tripping. Can I just replace it?

A breaker that trips repeatedly is usually doing its job — something on that circuit is drawing too much or has a fault. Replacing or upsizing the breaker removes the protection without fixing the cause, which is how circuits overheat. The fault is what needs finding.
